ABSTRACT

The failure of individuals and institutions in developing countries in general is due to their deviation from the principles of Islam in dealing peacefully with others, understanding them, tolerating their diversity and needs, and participating objectively in future progress. The problems of individuals and societies have been further exacerbated by the presence of weak, nominal states that govern with little regard for the rights of citizenship and the dignity of citizens, and with little responsibility or fair distribution of rights and duties. 

What is urgently required of developing countries, especially Arab countries, to overcome their desperate human, living, and cultural conditions is:

• A return to the principles of civil religion, both as states and citizens, away from its political exploitation and manipulation to control people’s destinies and daily life.

• The establishment of strong national states and governments whose primary concern is the care, service, and development of the people, rather than the personal interests of themselves or their leaders.

• The development of sound social environments, with their individuals, groups, institutions, beliefs, and civil behaviors, free from formalism, corruption, terrorism, deviation, and ignorance in their various forms and manifestations.
