ABSTRACT

The succession of difficult events that have swept the world and the Middle East over the past thirty years—including the first and second Gulf Wars; the intelligence and military invasion campaigns; the political, technical, and economic blockades of some Middle Eastern countries; the 9/11 attacks on the World Trade Center and the subsequent guerrilla military counter-reactions in the name of eliminating terrorism— Then came the collapse of the global economy in 2008, to the point where institutions and countries were on the verge of bankruptcy. 

All of this points to the desperate state many countries across the world have reached, due to their failure or weakness in decision-making and in fulfilling their responsibilities toward their citizens at home and in the regularity of their international relations abroad.

In this book, the author/researcher has conducted an analytical study of the difficult conditions facing national and global states, and the normative rights and duties necessary for their functioning and the exercise of their authority domestically and within the international community abroad. This has enabled the development of a comprehensive tool for measuring the performance of national states’ responsibilities in reality, and for bringing about the necessary reforms in their official philosophy and methods of administration and governance.

The book, which is 293 pages long, addresses five main topics:

1. The concepts, emergence, and influences of weak, failed, and collapsed national states. 

2. The emergence and collapse of global states—a study of the United States as a particular case.

3. Established specifications for the legitimacy of the existence of an effective state at the national level and in the international community.

4. Established specifications for the legitimacy of the authority of an effective state at the national level and in the international community.
